The latest-container-runtime-public-beta alias no longer exists, because the latest container runtime public beta for scout doesn't contain its own copy of scout any more, making the alias misleading. Instead, it's the "layered" runtime previously seen in the scout_layered_slim branch, where we use a Steam Runtime 2 'soldier' container and then layer the scout LD_LIBRARY_PATH runtime included with Steam onto it, for an overall result similar to using the traditional LD_LIBRARY_PATH (non-container) runtime on a Debian 10 system. This provides better compatibility with games that were compiled in a non-pure scout environment, such as Life Is Strange 2. The closest equivalent is the latest-steam-client-public-beta alias, which represents the version of the LD_LIBRARY_PATH runtime that is included in the public beta branch of the Steam client, so move over to that when producing non-"layered" scout runtime builds. Because scout and soldier are relatively fixed targets, and we know that soldier is strictly newer than scout, we don't need to go to all this effort to figure out which libraries are newer if they exist in both scout and soldier: the answer is always "the one in soldier". This means the only library we need to pin is the single library that is hard-coded to be pinned, namely libcurl.so.4, for which the ABI broke between scout and soldier. Signed-off-by:

If we're building a SteamLinuxRuntime_soldier depot and we want to test launching it from a LD_LIBRARY_PATH runtime (as Steam would), there is no point in trying to match the version number of scout to a version number of soldier. Worst case it'll just fail, and best case it'll use an arbitrary scout build that happens to have been done on the same day as the soldier build. This is particularly problematic right now because the latest build of soldier happens to be 0.20210618.0. scout build 0.20210618.0 existed, but had a broken steam-runtime.tar.xz, because the setup.sh script is not executable. If the user was previously running a self-contained version of scout, toolmanifest.vdf will need to be reloaded before we will get run in a soldier container as required. Instead of having one argument and guessing what it means, let's have multiple mutually-exclusive arguments. Because they're mutually-exclusive, we now have to avoid passing more than one to a particular invocation in the tests; use bash instead of sh so we can split "$@" into two arrays. Regular files (with content) need to be shipped in the depot, but directories, empty files and symlinks can be created on-demand by pressure-vessel from the manifest, reducing the metadata burden on Steampipe.
