WIP: Add metapackages that pull in Steam Runtime libraries

Lucas Kanashiro requested to merge wip/scout-metapackages into steamrt/scout

This should mean that we don't need to list them all individually when building containers.

This is indirectly for https://phabricator.collabora.com/T12897, but I'm doing a similar change in scout first.
