We no longer deploy the runtimes directly via Steampipe (which doesn't preserve empty directories, a bit like git) because it isn't designed for large numbers of very small files. Instead, they go out as a tarball that is unpacked on end-user systems, so this workaround is no longer necessary. Signed-off-by:
